Training institutions and coordinators fear recessions because their departments are the first ones to witness cutbacks. With slashed budgets and funding dwindling down to almost nothing, they still have to make a living by providing mandatory trainings such as the 24 hour HAZWOPER trainings and the 40 Hour trainings. There are however, many ways to keep your employees trained and safe while meeting the government guidelines, and at the same time stay within your budget.
What Training to cut?
With fewer resources at hand, managers and trainers have to be smart when it comes to spending. When a department goes though the budget reductions, then it is time reevaluate your costs and decide what needs to be cut out. IN a training department, this means reducing the course frequency or canceling a few courses entirely.
Evaluate your training courses and decide which ones are more important and which are optional. The 24 Hour HAZWOPER and 40 Hour HAZWOPER trainings are what most companies require. OSHA has made it mandatory for employees to be trained, especially those who are exposed to hazardous substances on a daily basis. These HAZWOPER trainings are a matter of the employees safety and it would not be wise to cut out these trainings from your schedule.
On the other hand, most company's training schedules are generally filled with other classes that could be useful to the employee on a long term basis but are not really critical on a day to day basis. Suspending these trainings for a few months would help you.

Federal citation and penalties for the improper training of employees can be substantial.
